The Infrastructure and Commercial Advisory Office (ICAO) formerly known as The Infrastructure and Project Financing Authority (IPFA), was established in July 2017 as an independent executive agency to provide independent commercial and financial advice to support Commonwealth infrastructure investments, diversifying the Government's options beyond traditional grant funding, and delivering better value for taxpayer dollars. Our vision is to enable commercial excellence in Australian Government infrastructure investment for the benefit of all Australians. Drawing on our specialist commercial and financial expertise, ICAO provides advice on infrastructure investments to the Cabinet and Portfolio Ministers and all agencies across government, and supports delivery with our portfolio and private sector partners. Led by Chief Executive David Webster, ICAO comprises of a small but dedicated team of individuals who have worked across the industry and have significant expertise in infrastructure policy and reform; advisory and governance; sponsorship, development, procurement and delivery; investment and financing; corporate and project financing; and commercial and legal arrangements. We are committed to achieving the maximum benefits from taxpayer funds applied to nationally significant infrastructure projects. Our focus on ‘Collaborative Impact' underpins the quality advice that we provide to the Australian Government and partner agencies.
