The NSW Government today released its Real Estate and Property Services Industry Reform Paper that aims to strengthen industry standards and better protect consumers.
The paper outlines the Government’s vision for the state’s $15 billion real estate and property sector, with a strong focus on raising training standards, increasing transparency and accountability and strengthening trust account processes.
Key reforms include:
... • Increasing the certificate of registration qualification from the current four units of competency to seven units; • A mandatory practical experience component for certificate holders and licensees; The creation of a new licence category of Licensee in-charge. These agents will be required to oversee trust accounts, properly supervise agents and ensure the agency remains compliant with the law. • Applicants will need two years’ practical experience and the completion of a diploma level of qualification; • New fraud prevention measures which will require agents to transfer rental income out of trust accounts at the end of each month; and Giving NSW Fair Trading greater investigative powers to tackle rogue agents.

Offenders who pose the greatest risk of reoffending will be targeted in a new $237 million plan managed by Corrective Services NSW to reduce reoffending in NSW.
The new plan will provide more rehabilitation programs and enhanced supervision to priority offenders and will have a particular emphasis on the critical period before and after prisoners are released from custody.

Department of Justice NSW post continued:
In a NSW first a specific focus will be placed on offenders serving less than six months who currently don’t undertake reoffending programs.
This is the biggest financial investment into rehabilitation in the history of Corrective Services NSW.
The implementation plan will create around 345 jobs and also includes more than $10 million funding for external providers and individuals to deliver programs and post-release support.
The plan will deliver:
1. An increased number of offenders completing evidence-based programs and participating in case management. The expansion of existing programs will include $20 million to build 10 high intensity rehabilitation facilities for offenders serving short sentences of six months or less;
2. A new early-intervention scheme delivered by the non-government sector targeting high-risk offenders. Participants will benefit from a one-on-one intervention prior to the court process and sentencing, as well as specific programs targeting their criminal behaviour and tendencies;
3. Enhanced supervision at all stages of the sentence for higher risk offenders subject to community-based orders and imprisonment. New methods employed by highly skilled staff will improve the chance of offenders living law abiding lives when released from prison or when they are no longer under supervision in the community; and
4. Greater reintegration outcomes by identifying an offender’s needs upon their entry to prison, and immediately planning for their exit.
